I have the honour to address you again
with reference to Ly secret despatch of the 27th
June,1926, and in continuation of my telegram of the 9th August, on the subject of the proposed recognition of regional governments in China.

The question of the general British policy in China would more naturally fall within the province of His Majesty's Minister at Peking,
but it is impossible adequately to consider the
problem confronting Hongkong without examining
the question of British interests in China generally.
I should be very reluctant to advocate,

in the interests of Hongkong and its trade in South
China, any policy which might cause injury to British
interests in other parts of China. A case might
arise where the best policy for this Colony would
not be the best policy from the standpoint of some
other British interests, and in that eventuality it
would be necessary to weigh very carefully the advantages and disadvantages which such a policy would confer
